We are looking for an experienced Licensing Team Leader to join our local government client on a temporary basis

Job Purpose:

Work closely with Licensing Head of Service to deliver the Licensing service for the Five Councils Partnership based in South Oxfordshire and Vale of White Horse District Councils.
To manage the Licensing team providing a comprehensive service to ensure the Councils meet their responsibilities concerned with the licensing of premises and persons, gambling, vehicles, drivers and other relevant licensing functions.

To promote transformation and continual improvement across licensing functions, identifying opportunities for service re-engineering to maximise efficiency, improve effectiveness and enhance customer service.
Ensure overall compliance with all performance indicators for the service.
Demonstrate strong team working capability to ensure that service demands and priorities are met during periods of reduced staff resources and/or high volume demands.
Work with peers/other professionals undertaking similar roles across other teams in Capita and other organisations, establishing sharing networks of support, good practice, resources and opportunities as required.

Key Accountabilities:

Ensure the delivery of an effective Licensing service that processes applications and renewals in line with statutory requirements, carrying out all necessary checks and investigations and developing and attaching such conditions and controls as are required to safeguard the public.
Ensure that regulatory interventions are risk based, proportionate and targeted to minimise impact on business and to support growth, whilst also effectively ensuring compliance and maintaining public safety.
Direct and coordinate inspection and enforcement activity in line with the agreed service standards. This includes out of hours and at weekends, on occasion in partnership with others including the Police, other responsible authorities and interested parties.

Provide professional and expert advice to the client and relevant stakeholders, both internal and external, including Members, senior managers, staff and partners.
Allocate staff and resources in the most effective and efficient way to ensure delivery of the policy priorities and the meeting of performance indicators as set out in the service delivery plan.
Ensure appropriate performance of the functional area, including the collection of fees and charges, by routinely reporting and reviewing performance against performance indicators and desired outputs, taking corrective action as necessary. Provide statistical information and performance analysis to the Licensing Delivery Manager and client

Communicate effectively to all team members through regular meetings and briefings. Ensure that staff performance is monitored against agreed targets through the appraisal system and that all information is recorded on the appropriate system. Monitor all staff absence and ensure that staff leave is managed to minimise the impact upon service delivery.
Promote a culture of learning and development. Motivate and empower the team and individuals to achieve their full potential.

Deal with and manage complaints and service requests received by the service and undertake any necessary site visits, meetings and research to ensure an effective and thorough investigation. Where necessary, to act as a witness at Court, licensing panels and committee meetings.
Assist in the tendering and procurement of external resources and services to support and enhance the work of the service. Manage such contracts and projects to ensure effective delivery.
Assist with the production, implementation and review of service and corporate plans, reporting on performance to the Licensing Delivery Manager and client.

To identify, produce and review written operational procedures for staff.
Contribute to the maintenance and development of the IDOX system, to ensure it is fit for purpose and to promote maximum automation of processes.
To oversee the use of the IDOX system and the appropriate use and recording of personal data in line with legislative requirements. To respond to Freedom of Information requests as required.
Identify key changes and developments in relevant legislation and national, regional or local agreements and put forward recommendations and detailed proposals to ensure service needs are met.
Promote and communicate policy, strategy, service standards, targets and plans with service users and stakeholders through appropriate processes, including use of the web and attendance at briefings, events and public meetings.

Ensure compliance with deadlines for the submission of data and reports to Government Departments and other organisations.
Manage a personal caseload and effectively plan and programme that workload, to ensure the efficient operation of the service and to achieve performance targets and service standards.
Provide clear, concise and accurate reports, including prosecution files and committee reports with recommendations and any other relevant documents as required.
Contribute to the development of and participate in projects, initiatives and campaigns as required.
Develop and maintain positive working relationships with other Capita services, council departments, external agencies and organisations, to ensure partnership working in service delivery including the sharing of intelligence or making appropriate safeguarding referrals.
Monitor and maintain all equipment to ensure it is in safe working order and identify any repair or replacement needs as necessary.
Ensure a prompt and effective response in the event of any emergencies.

Person Specification:


Educated to degree level or above or Relevant professional qualification
Membership of relevant professional body: ILO, NALEO or similar
Minimum of three year’s experience in a similar role in Licensing or closely related field such as Environmental Health.

Excellent verbal and written communication skills
The ability to consider a wide range of issues and balance those issues to make a clear and reasoned judgement
Good analytical skills to be able to challenge evidence submitted
Excellent time management skills
Focused on accuracy and able to identify errors and missing requirements
Proficiency in MS Office
Proficiency in use of GIS / spatial mapping tool an advantage
The ability to use and adapt to different IT systems
The ability to prioritise and manage a significant workload, work flexibly to meet commercial and contractual requirements of the business
The ability to use your own initiative to solve challenges
The ability to work with a wide range of people and work as a member of a team
To be able to work under pressure to meet performance targets and standards.
