We are seeking a dynamic and experienced Housing Options and Strategy Manager to lead and manage our Housing Options and Housing Strategy services.

This is a pivotal role in ensuring the effective delivery of our Housing Strategy and Homelessness & Rough Sleeping Strategy, driving improvements in service delivery, and achieving positive outcomes for residents.

What will you be doing?In this role, you will lead, manage, and develop the Housing Options and Housing services, ensuring the Council remains high-performing, compliant, and effective in meeting statutory housing and homelessness duties. You will drive key initiatives that support the wider housing and homelessness agenda.

You will play a pivotal role in delivering and monitoring key Council strategies, including:


The Housing Strategy – shaping housing activity across all tenures.
The Homelessness & Rough Sleeping Strategy – setting priorities to prevent homelessness and rough sleeping.
The Housing Allocations Policy – determining access to social housing.


You will work collaboratively with Housing and Communities services to achieve objectives such as:


Improving the quality and reducing the cost of temporary accommodation.
Strengthening partnerships to make homelessness prevention a shared responsibility.
Identifying housing needs early and implementing proactive interventions.
Increasing access to suitable and sustainable housing solutions, including commissioning accommodation and support services.
Ensuring rough sleeping is rare, brief, and non-recurring.
Supporting the delivery of affordable housing to meet diverse needs.


You will also ensure the Council meets its statutory homelessness and housing obligations under the Housing Act 1996 and other relevant legislation. This includes developing robust processes, implementing safe working practices, and ensuring continuous learning and improvement.

Your work will focus on preventing and relieving homelessness in specialist areas such as domestic abuse, private rented sector evictions, family exclusion, and support for vulnerable individuals.
About youWe are looking for a candidate that is a highly skilled leader with excellent management, negotiation, and influencing abilities, with a proven track record of developing, supporting, and motivating teams to perform at a high level, ensuring they deliver on council strategies and service plans.

Advanced knowledge of housing and homelessness legislation, policy, and case law, you are well-versed in areas such as housing allocations, landlord and tenant law, immigration, and welfare rights. You must also have a strong understanding of funding regimes that support housing initiatives, as well as expertise in commissioning and contract management.

You have a strong understanding of the public sector, particularly the complexities of local government operations. This includes knowledge of governance structures, decision-making processes, and financial regulations that impact housing services.

Your ability to navigate political and operational frameworks ensures that you can effectively manage relationships with key stakeholders and drive forward service improvements that make a real difference in the community.
