Contracts Manager
The Role
Barhale is one of three delivery partners within the Anglian Water Integrated Operational Solutions Alliance. IOS is a medium complexity, capital maintenance and enhancement, Civil and MEICA, design and build delivery unit working across Water and Water Recycling to support the successful implementation of the Anglian Water AMP 8 business plan.
Working as part of our established alliance team, the role of the Contracts manager is to lead a team to deliver the construction phase of Barhale’ delivery within the alliance. Managing the construction contracts, the Contracts Manager will ensure Health, Safety, Environment and Quality compliance is maintained; manage the financial performance of the contracts, and ensure the Company's procedures and objectives are achieved. It is anticipated Barhale will receive £20-40 Million in total project value each year of the 5-year alliance agreement.
Key Responsibilities
Lead and control the construction phase of the projects through careful management of the construction team in a favoured directly employed delivery model.
Attend tender handover meetings (the tender handover should be done by the estimator) and deliver pre-start meetings to the site team.
Chair and attend internal and external meetings and ensure the production of accurate records of any discussions and action.
Collaboration with internal and external technical, operational, maintenance, and strategic stakeholders, and design coordinators.
Ensure production and implementation of Project Plans, risk assessments and method statements.
Ensure that projects are planned and programmed to a level of detail necessary for the site team to deliver the scheme without delays.
Ensure timely management of both temporary and permanent design to meet the requirements of each project
Ensure a commercial plan and end-of-life forecast is in place and monitored monthly for the successful commercial delivery of the project.
Implement the risk and opportunity management process, review risk registers and check risk controls.
Implement commercial and technical change control processes.
Ensure site team compliance with Company commercial policies and procedures.
Manage and ensure compliance with project deliverables with internal and external assurance, governance, and review processes, including the production of relevant deliverables.
Manage inputs from other internal disciplines and teams (e.g., HSEQ, customer)
Ensure that procurement and reconciliation of materials are carried out in accordance with Company procedures to best value and prevent delays.
Complete and distribute the Contract Initiation/Completion form for each project.
Ensure regular review of progress, budget resources and forward planning is carried out and look ahead programmes are in place.
Health, safety and environmental
Manage HSE in the pre-construction phase to ensure compliance with Company procedures and legal obligations.
Effective discharge of relevant duties under CDM 2015.
Oversee and ensure that HSE-related documents are kept up to date and undertake senior manager site inspections, ensuring that audits and reports are produced, liaising with the necessary parties.
Quality
Establish and promote best practice in line with the ‘Be Right First Time’ programme.
Ensure a Quality Management plan is developed, implemented and maintained.
Customer relations
Build and maintain relationships with the customer, both the Client and external customers.
Chair and lead meetings with the customer and report on progress to date.
Ensure that works are carried out in a manner that minimises community impact.
Key Measures and Targets
Adherence to all deadlines set and Business Unit objectives.
Ensure final accounts are completed within three months of the construction completion.
Monthly and weekly reporting timescales are met.
Ensure 3 Pillar KPI measures are met.
Project delivery without safety, quality or environmental incidents within time and within budget.

About youEssential
Experience in managing projects within a civil/water environment
Good working knowledge of contract conditions, CDM regulations, design management, programme and risk management and cost control including forecasting, actual cost, and value reporting
Experience with MS projects (and P6 an advantage)
Knowledge of the NEC contract including the Early Warning and Compensation Event mechanisms
SMSTS
CSCS card
Experience in the Pre-Qualification and Tendering process for a number of multi-discipline projects
Ability to manage and deliver a successful project with minimal guidance
Excellent people management skills with the ability to influence and mentor
Excellent verbal and written communication skills, with both customers and all levels of staff
Problem-solving skills and analytical thinking
Excellent numeric and computer literacy skills, proficient in Microsoft Office
Excellent organisation and time management skills, with the ability to work effectively to tight deadlines
Desirable
Educated as a minimum to HNC/HND/Degree level (or equivalent)
CEng MICE, or equivalent
NEBOSH construction certificate
