Streetworks Coordinator

Rate: £30.22 per hour (umbrella)
About the Role
A South London Local Authority is seeking an experienced Network Management Streetworks Coordinator to oversee the assessment, inspection, and coordination of streetworks and utility-related projects. This role ensures compliance with the Council's Network Management Duty, focusing on minimising the impact of streetworks on the local road network, including Strategic Road Network (SRN) and Transport for London Road Network (TLRN) routes.
Key Responsibilities:
- Permit Management: Develop and manage administrative systems and procedures for the NRSWA (as amended by the TMA) and permit schemes, ensuring accurate receipt and assessment of permit applications.
- Assessment and Coordination: Evaluate planned works, development-related projects, and schemes affecting the road network. Approve Provisional Advance Authorisations (PAAs) and permit applications, addressing any coordination issues.
- Stakeholder Engagement: Manage the interface between utility works and other projects, negotiating with works promoters to resolve conflicts regarding timing, duration, and traffic management.
- Monitoring and Compliance: Conduct inspections of active works sites for compliance with the Red Book and reinstatements per the Specification for the Reinstatement of Openings in Highways (SORH). Continuously monitor permit applications and major programmes to ensure adherence to the NRSWA, TMA, and the Borough’s permit schemes.
- Temporary Traffic Regulation Orders: Review all applications to ensure alignment with legal and operational requirements.
- Health and Safety: Ensure all works comply with relevant Health and Safety legislation and standards for highway works.
Person Specification:
Knowledge & Skills:
- In-depth knowledge and experience with the New Roads and Street Works Act (NRSWA 1991) and its amendments.
- Familiarity with the Traffic Management Act 2004 and Highways Act 1980, with practical application experience.
- Understanding of local government operations, contract management, and Health and Safety legislation related to highway works.
Experience:
- Proven experience managing the implementation of roadworks and streetworks, including site inspections and compliance monitoring.
- Experience of permitting and coordination within a highway authority, Streetworks inspection experience
- Experience in coordinating utility works and large-scale projects, ensuring minimal disruption to the road network.
Qualifications:
- Valid New Roads and Street Works qualification.
- A full UK driving license is essential.
